Smeg oven cuts out and shuts down when fan forced function is used. This also throws safety switch. May be fan element?

As dishwasher fills, water floods the kitchen from underneath. i suspect the seals may need replacing also, as has not been used for 4 years.all electronics and functions appear to be ok. thank...
