Plasma TV keeps clicking and wont turn on

When the TV is plugged into the powerpoint the TV starts clicking like it is trying to turn on however will not turn on properly (seems to click every minute or so). I am not able to switch off the TV with the remote or the power button on the TV. I can only switch the TV off by disconnecting the power source.
