Replace a cord on a Noirot Panel Heater

I have a 2010 Noriot Panel Heater that was once installed on a wall but when renovating and panel heater no longer required, it was removed by cutting the cord. I do not have any original documents for the heater, nor a compliance certificate for when it was removed from the wall. I'd like to know if the appliance is still operating and if a new cord could be installed.
