Stile Milano Oven with broken element?

I have a Stile Milano oven in my Unit which I have owned for a few years now - it was here when we purchased the place. For quite some time now the bottom element has not been working. We can use it to grill (using the top element) with no issues but cannot use it as an oven as the bottom element does not appear to be heating. Is this something that can be fixed?
