Conversion of partly clad carport into garage and underfloor storage area

Existing 6 x 6 m carport has at some stage been partly clad (3 sides) and a floor was added. It has a colourbond roof. It is currently used as a storage shed. The structure is built on timber stumps and the highest part (at the rear) is approx 5 m above ground level. My plan is to: 1. lower existing floor (by approx 900mm) so that vehicles can be driven into it. 2. Convert the sub floor into storage area(s). 3. Construct a crossover and drive from street to new structure.
All drawings will need to be council ready for submission.
