The answer is, they're not real skylights. They're essentially lamps. Really freaking scientific lamps. A group of Italian scientists have just released CoeLux, an artificial skylight that imitates natural sunlight more accurately than ever before.
The team from CoeLux explain that they've essentially squashed the atmoshere into a very thin layer and then they use an energy efficent LED to replicate the sun. The point of replicating the earth's atmosphere is the same reason the sky is blue. The light's refraction as it hits our atmoshere makes the sky blue and thanks to the same effect in this 'nano atmosphere' the team at CoeLux have created produces the most realistic fake sunlight you've ever seen.
