If you have solar power and there's a blackout, what happens?

Logically, you would still have power available - but this isn't the case. When you're connected to the grid you might experience a 'brown-out' which is dangerous. (A brown-out is a dip in voltage availability, and it's called that because the lights generally seem brownish with lower voltage).

Solar PV systems will automatically shut off at the inverter in a blackout, which prevents likelihood of a brown-out and also prevents power flowing back into the grid.

There is an option to ensure the you do have continuous power - good old batteries! Battery packs will increase the cost of the solar PV system but if you have sensitive power usage (for example work from home, have machines like life support machines always on, or simply don't want the inconvenience of a blackout) a battery solution is available.
