I have a two storey house that has been built in underneath in the past. When this was done no retaining wall was built to hold the earth that was excavated. One house stump footing is exposed however this is still structurally sound. there is only a few feet clearance between where the earth ends and the interior wall begins. The wall only needs to be 1m high so does not need engineering or council approval.
