Moisture coming in through a plaster wall

We have an external room that is an extension of the garage. It has been tiled and plastered, painted etc, but there is moisture coming in from the outside through the plaster board and is rotting the skirting board. There is only a small gap (approx 1 foot) between the exterior wall and the fence and we don't know how to stop the moisture coming in. We need a cost efficient solution to stop this from happening please.
