Small extension of laundry to existing house and minor internal renovation

we need a builder who is able to apply for a permit through monash council for a small extension - addition of laundry (1.8m by 2.7m approx). Also I have drawn up plans of what I want (including adding a sliding door and blocking a couple of small external windows) but need advice whether the builder can apply on behalf of us to council or if a draftsman / architect is needed to a formally draw up the plans? also if the builder can provide some of their own ideas. the extension will be tin roof as the previously extended part of the house is already a tin roof. would suit a small builder or a builder with some spare time up their sleeve!
