Repair my stained laminate kitchen Benchtop

Hello
The kitchen bench top in our rental property has unfortunately been damaged by a tenant (surface stains) and we are hoping to get this fixed as soon as possible, and at least cost.
We are therefore chasing a quote and an estimated time for completion for resurfacing or replacing the Benchtop a cheap and durable material.
I've attached a photo of the kitchen bench and a photo of the damage. Any advice would also be appreciated.
Out of interest if you could also advise how much it would cost to update the kitchen cupboards to a white gloss, that would be great.
