Replace water damaged side railings of outdoor timber decking, then paint

Our Deck has some water damaged wood, no structural damage has occurred or damage under foot but damage to the securiy railing around the perimeter of the deck.
We would like the damaged railings to be replaced and painted the same (or a similar) green colour as the rest of the deck.
The damage is to two vertical planks at the top and bottom of the hand rail and to about 11 vertical railings. I can provide pictures to show the damage.
Currently power is off at the premises, let me know if it is possible without power or do we need to wait til power is back on.
