Driveway Construction - relocate cross over and build new driveway

currently the driveway at the house enters in from the centre of the lot. I want to relocate the crossover to the very left of the property, partially onto the road reserve of my neighbour. The driveway needs to come up about 3.5-4m across approximately 20m frontage of my property, and then follow straight in about 7m turning back on itself, ending in a space for a double wide carport. There will also need to be a dog leg at the top of the driveway to allow a three point turn. Please note that this job will entail road works the road reserve on Burwood Highway. There will need to be a lane closure to get the work completed. I am open to either an asphalt or concrete driveway. I do not have approvals in place for this work yet. if you are able to assist in getting them done, I would be willing to entertain that.
