Driveway in block of units needs retiling

The driveway in question is attached to a block of townhouses. Approximately 25+m in length.
From the attached image, you will notice that only part of the driveway is tiled.
A large number of these tiles are cracked and the body corporate want to either:
a) Have them replaced.
b) Have the old tiles removed and replaced with concrete and have tiles "painted on".
This is all dependent on cost and the time it will take.
