Widening of a Private Vehicle Crossover

Current crossover from street to private residence is 2,570mm (width) by 4,900mm (length). I want to widen this to 3,900mm (width). I have received the Crossover Application Approval from Darebin City Council, but when ready will need to apply for Cross over Permit (formality). This Crossover is a double width in total (being my residence and neighbour). Measurements above are for my Crossover only. No modifications to neighbours Crossover required.
