Fix Bouncy floor and rising damp in the basement

Our house is on a slopy lot and is standing on brick piers. The house is only 8 years old. And we are facing following problems:
1. Bouncy and drummy floors.
2. water seeping in to the ground floor of the house.
I need a quote from a structural engineer on how much would it cost to have an engineer come and inspect the premises and provide the solution on how to get the above problems fixed.
For the bouncy floors I have had few carpenters and stumpers come and inspect but they are not sure if that would fix the problem.
