Air Conditioning Zoning switches not working

AC was installed in 2005 and works perfectly although the two-gang zone switches (ie the toggle switches that should allow isolation of upstairs/downstairs vents) which are indpendent of the digital controller unit do not work. There is power going to the switches, but looks like the wiring of the vent flap units needs checked and fixed
