All lights in unit have blown; replaced bulbs - still not working

I have a 1bed Unit on ground floor. All lights the in house have blown (all blew at the same time). Light bulbs have been replaced and still will not turn on. In the past, kitchen and lounge room lights would go out one by one, however replacing the light bulbs would usually fix the situation. Light bulbs never lasted for more then one month. In this instance, all lights in the house blew at once and changing the light bulbs has no effect.
From my understanding, we have concrete walls and a concrete roof.
We would greatly appreciate a quote.
