Electric stove does not work

After previously being fully operational, the electric stove in my apartment is now not working at all. It went "fffpht' and that was it and stopped working entirely both the oven and the stovetop. I need someone who is electrically qualified to double check the stove - and see whether it can be fixed before I need to completely purchase a new stove and oven top and have these installed.
