Electrical- bypass unused timer

  It seems to be some type of electro/mechanical timer which is making a loud ticking noise, the powerpoint it is connected to is now unused. When I turn the circuit off at the fuse box the noise stops. Other powerpoints are on the same circuit, so I want to turn the circuit back on.
