Electronics starter for Fluro lights in fish tank not working

Fish Tank lid has 3 x 85cm fluro's which all are not working due to electronic ballast (starter). Voltage supplier seems to be OK...can post picture if required. Fish tank lid is disconnected to tank and ready for electronic repairs access is all good and can be done at any time...as lid with power access will be available on front verandah.
