Fix the element of our wall oven, rewiring of a phone line

Our Westinghouse electric wall oven does not generate heat, so i think the element has blown. that needs repairing and i need a phone line to be activated in a socket that is already there in our downstairs office. there are 4 phone line plugs in that room but non seem to be connected to the 1 phone line we have activated.
