Hot water tank thermostat requires repair / replacement

I can hear boiling noises coming from hot water tank and steam coming out of the overflow outlet. Tried refilling the tank but it was not low on water. The temperature is set as Normal. The boiling noise occurs throughout the day. The only way to turn it off is by switching off the main switch. Spoke to my plumber and he suggested that it could be the thermostat.
