House lights not working (went out last night)

We tried to turn a light on last night and all the lights in the house went out. Went to the fuse box to check the safety switch, however it hadn't tripped (the safety switch was still set to 'on'). The safety switch is supposed to cover three fuses (that cover all of the power & lighting in the house). We still have power to the powerpoints & to the hot water system, however none of the lights work. Therefore we believe something must have happened to the fuse which covers the lighting in the house, and for some reason the safety switch didn't work. Therefore we need someone to repair the lights, and to check why the safety switch didn't work. We did have a blackout yesterday morning for 20-30 minutes, and we don't know if this is related in anyway or not.
Additionally we have a wall mounted air conditioner which is not working correctly. It blows out air, however we can't change the temperature of the air it blows out, regardless of which setting we use. So if the electrician knows anything about air conditioning units, it would be great if he'she could look at this too (but this isn't required for the job, it is just an extra if the person has the right skills)
We'd like to get someone around this evening (Mon 22nd after 5pm) or early Tuesday morning 23rd (around 7am) if possible
