Isolate and fix problem with the electrical oven wiring

The brand of the electrical oven is OMEGA. As soon as we turn the dial to the OFF position on the electrical oven it seems to trip the circuit and knocks out ALL power to the apartment. This does not always happen every single time but intermittently.
We require you to isolate the problem with the Oven. Could it be an overloading issue? Or fault with the Oven wiring or oven switch?
