Repair fluresent ceiling light have changed tube but keeps flashing

My ceiling light in kitchen is out of work thesedays.
previously, its ok until fluorescent tube become drak and keep flushing. and then i bought same new tube (nec).
unfortunately, it totally doesn't work after i connected that 4 pin adapter into base.
hopefully anyone can help me and won't charge a lot. thanks.
