Repair Sensor Light in Front

My sensor light is staying on during the night. On Weekend noticed it was flickering on / off. Went on and stayed on last night.
Usually is on a 3 min timer. Was installed in January 2008.
Also there is a wire near the gutter (near the sensor globe), I'm not sure if this has been detached from the main power connection. No other problems in the house with electricity / lighting so I'm not sure if this is related.
