Repairs to "Condor Chef" Oven

This oven has two parts - the fan forced oven and a grill/ oven below.
1. The top oven does not generate any heat but the fan still works.
2. Stovetop - only one of the four elements works properly. The others vary from barely any heat to just warm enough to cook something.
I would like someone to come out and advise on the costs of repairing and if it is worth it with an old oven.
It is at least 5 years old (since I started living here) but not sure how long it has been here. The building is 20 years old.
