Floor heating connected to off peak electricity circuit. Problem could be either off peak pulse is not being registered at controller which turns on floor OR there is an intermittent fault at controller so that correct switching occurs some of the time. Electrician would need to have knowledge of the thermostat workings, the contacter and be able to test connection from off peak circuit to the contacter
