Garage Door Handle Lock/Cable Adjustment

My tilt garage door had lock handle and lock cable both broken. Someone came and installed new handle lock and new cable. They tried their best, but the handle is still too tight to turn with one hand (So, currently, I have to use two hands to turn the handle to unlock the garage door).
The problem seems to be related to the wiring of lock cable. So, I need somene with strong experience in installing the handle lock and wiring of the lock cable. The adjustment is needed so that the lock handle can be turned with one hand (even for a female driver).
