Balcony fence replaced

I need a fence - four rails (110mm x 42mm x 2.5m long), a capping rail (90mm x 35mm x 5.2m) and a central post (900mm x 900mm x 1m approx) on a first floor balcony replaced. There are decorative grills to re-fit between the railings (so measuring and drilling holes in the rails. All work can be done from on the balcony with no ladder. However, there is also a large board to be replaced across the front of the balcony (290mm x 40mm x 5.6m long), which will need to be bolted on to the front of the balcony from the ground (kind of like a fascia board?). This will need two people working on ladders. Kiln-dried hardwood will be supplied but will need to be trimmed to right lengths. Painting not required.
