Cat proofing of a balcony. I have the materials.

I need my balcony cat proofed. The area is a level 2 balcony, only one side is open and needs to be netted in. The area is 250 cms or about 9 feet from top to bottom and and 386 cms or about 12 feet side to side. There is a railing, I would prefer the netting to be on the outside of the railing if possible so I can hang towels and maybe grow a vine around the rails in time.
I have purchased the following from catnets.com.au, heaps of netting, 16 metres of stainless steel wire rope which is used to frame the netting, a packet of cable ties to tie the netting to the wire frame, 4 dynabolt eyelets for each corner and a hook and screw bracket thing that I think tightens the wire - I dunno what it's called (a turnbuckle perhaps?)
The most recent quote I received was $561 which is robbery. I have all the materials and it's a 2 hour job at best so I am looking for a reasonable labour fee for someone local that has a spare few hours, does good work and needs some work. I have photos I can send of the area. Thank you.
