Kitchen tap needs fixing / downlights to be replaced

Kitchen spout comes off if water is turned on with high pressure - looks like tap valve needs to be replaced but when I tried, it didnt work.
Also 2 LEDs downlights/globes need to be replaced, but unable to remove the covers from the ceiling.
