Need service on repair of ill fitted windows on new home. large gaps

We have moved into a brand new home. as builder went 'bust' during construction, so we are forced to do some repairs ourselves. there is a 2inch + gab between some of the windows and brick work. this gap is currently /covered by a rubber 'lip', but we do not consider this waterproof in extreme weather. we need some advise on options to fix this problem, costing and service. we need to address this with some urgency...we figure we might need 'sills' or a strip of some discription...... or....??? hmmmmm....not sure of options. need an expert.
