To remedy the loose hinge of awning window

I do need your help when you are passing my house Morphett Cres Bateman 6150. The right hand side hinge screws came off the kitchen wooden awning window is tilted. Unfortunately I could not access to the faulty screws because the security screen frame is on the inside. I don’t know how to undo the window opening/closing mechanism ( please see attachment).
Unfortunately I can only afford $30 now from my pension. Appreciate you can help me to access and tighten the right hand hinge screw of the window. Please give 71 age pension discount appreciated
