Brivis Buffalo gas central heating not working. Fan motor won't start.

The unit is old, manufactured in 1981. Cannot seem to find the model number.
It operates with natural gas. Pilot light on and will fire up briefly when thermostat is switched on. However, fan does not start.
There is constant 240V output to the fan from the Honeywell motor controller but the motor is not running, I suspect the controller is broken.
