Fix duct heating zone damper issue

House ducted heating has a zone damper to control heat to only downstairs or whole house. Zone switch is a basic Clipsal switch. Damper is playing up (can hear whirring noise) and looks to be in closed position with zone switch not doing anything. Damper is in closed position even when power is switched off to unit from circuit board. Given zoning was hardly used in last 10yrs prefer it to be removed and duct piece connected to enable flow of heat over whole house as a single zone, the way it has been used till this issue.
