House has florawarm heating that is not working

we bought this 40 year old house approximately 6 months ago, & so have only just realised that the under floor heating does not appear to be working. no idea on the cause. all i know is that when we turn any of the dials to turn the unit on, we get a click indicating the unit is switched on, but no heat eventuates
