heater needs servicing - i've been in this house for a couple of years and only recently have used the heater. Some of the ceramic radiators are broken, the fan makes a rattling sound, and it seems the thermostat does not work, but the flame can be controlled manually. It's a vulcan flued heater with five ceramic panels.
