Two storey townhouse - ducted heating works upstairs but not downstairs

I have 2 storey townhouse. Gas ducted air conditioning with an electric cooling ducted airconditoning installed about 18 months ago. It says Vulcan Bonair on remote. The heating used to blow quite strongly downstairs - now there is hardly anything. Upstairs seems ok. Duct problem?
