Vulcan Ducted Heater Turns On, Then Turns Off, Then Wont Turn On

I have a Vulcan Central Heater that is about 10 years old. The heater turns on when I turn it on then it turns off after a bit, even though it hasn't reached the desired temperature then it turns on again and then turns off and this may repeat a few times until it doesn't turn back on again and I have to turn the heater off at the wall and then turn it back on - it also doesn't really go above 21 or 22 degrees. I have had the Themostat replaced on the wall as I thought that was the problem but it isn't. I have the Thermostat set to say 28 degrees and it won't go above 22 and when it goes below 22 degree is just blows out cold air. Some times its Hot Air, but usually its not but once I turn the Heater off at the wall and then back on it blows out hot air for a bit.
