Insulation Ceiling Down Lights (4 bedroom house)

I got the following issues reported in building report for 7 years old 4 bedroom house in Tarneit -
1. Cardboard around down lights is not a current approved surround on its own
An approved surround should be installed around all 12 volt down lights as this is a current council requirement for all new
houses and additions. They can be installed to down light from inside the house then put back into ceiling
The insulation cover over ceilings is adequate with a minimum 2.5 R rating insulation
Could I get an estimate/quote for this please? Thanks.
