The architect's solution is: a) Find and replace blocked drains and replaced with drainer with CCTV camera inspection capability. Because there is no visual way of determining if there are any wash-outs underground around the drains. b) to drill 15x10 holes every 1.2 cm around the concrete base surrounding the house to improve air vendilation. The inspection report on dampness has much more details on the issue.
