Building a deck in the front of the house

We are looking to extend our front deck. The extension will be around 11m long and 3.5m wide. You will need to handle council permits, and permits are required (we have checked).
The deck is a split level and has a pond (dropped into the lower level deck). A part of the deck is also covered with a pavilion like structure. I have a photo of a plan for the deck that I can email.
