Landscaping: small retaining wall and screening plants

I need a small retaining wall to hold a garden bed back from a fence and the supply and planting of screening plans. Fast growing conifer trees 'Leighton Green' I think is the fastest but I will be guided by recommendation. The garden bed is about 8 meters wide the retaining wall will need to be about 300mm high.
I want to keep the cost of this to a minimum, the retaining wall will never be seen but needs to stop the fence from getting knocked over and rotten. I need enough trees to screen out the block of flats behind my house asap.
