Repairs to slate (crazy)paving outside house - around pool. around 50sq m.

Undercover patio and area around pool have 20-30 year old crazy slate paving laid on concrete. in all is around 50sq m. some tiles have come loose and have not been replaced and tiles often break and chip. there are also a couple of places where concrete has cracked across the path and broken the tiles. i have tried to remove and re-lay in a couple of places but does not last. would like effective but budget constrained repair or "new" look if necessary. perhaps removing the tiles and topping over the base concrete?
