Retaining wall and decking/ alternative

I am looking to have quote for rear decking about 10mtrs long and about 3mtrs wide, and a retaining wall with redgum sleepers which also contains steps around 1.8m wide.
There is a slight cut into the site, so a retaining wall would be required to be done prior to the decking and steps from the retaining wall to the decking.
I am also keen to consider other options instead of a decking e.g pavement, concrete etc. as I am looking for the most cost effective solution.
