Restore and restain weathered western red cedar siding on my house.

The Western Red Cedar is weathered and has turned black in some areas due to mildew or dirt (not sure which) more likely to be mildew. Need the mildew to be removed. Need it restored to its original color using commercial cleaning/brightening/restoring chemicals. Then need multiple coats of a water repellant, UV blocking stain which contains mildewcide.
