Advice on ollin hot water hydronic heating.

Don't understand why my heating bill for july to september was $1500.00 for gas to ollin hot water system and hydronic heating panels , only 3years old and the boiler isn't working. local plumber has replaced hot water system to rheem hot water service but nothing is connected to the hydronic heating. this means another 2-3000.00 to install a sime hot water service to work the heating. the rheem has cost me $1200.00.
need some advice please. if i get the gas meter checked it's $195.00!!
