Blocked drains and replace water pipes

Our drains are 'singing' to us. They were cleaned out about 10 years ago, so guess the tree roots have grown back into the pipes again.
Also, we need to have the water pipes replaced from the meter. We have exposed the pipes so there is no digging involved. There is easy (sort of) access under the house.
Both these jobs are urgent.
I have put a low budget, as I have absolutely no idea on what this is likely to cost.
